AUGUST 2023 - IMPORTANT NOTICE
Construction Activity on Cross Street
This Friday, August 4, and Saturday, August 5, Eversource crews will be staging pipe on Cross St and installing pipe under the Aberjona River. Crews have completed the first bore under the Aberjona River and have finalized pipe assembly in Davidson Park to support the horizontal directorial drilling (HDD).
If you need access to your vehicle on Friday and Saturday during daytime work hours, please relocate your vehicle to Forest St, Marion St or Washington Street before 7 a.m. on August 4.
Friday 8/4/23 (8:30am to 4pm)
On August 4, crews will transport pipe from Davidson Park to Cross St between Forest St and Washington St. While the pipe is being transported, Forest St and Cross St (from Holton St to Washington St) will be temporarily closed for up to 6 hours. The pipe will be staged in the middle of road until Saturday morning when crews begin to pull the pipe.
During work hours, Cross Street will be CLOSED from Washington Street to Holton Street.
- Westbound traffic will be detoured back to Cross Street via Washington St, Montvale Ave, Green St, and Holton St.
- Eastbound traffic will be detoured to Washington St via Holton St, Green St, and Montvale Ave.
- Residents with access needs must find alternate parking on Forest Street, Marion Street, or Washington Street (by Leonard Field)
Outside of work hours, vehicles will utilize Forest Street as a detour.
- If you are a property owner with access directly to Cross Street (between Forest St and Washington St), you will not be able to cross the road while pipe is staged in the roadway. Use Forest St to enter/exit Cross Street. o
- All properties on the south side of Cross St between Forest St and Washington St can only travel toward Washington St.
- All properties on the north side of Cross St between Forest St and Washington St will only be able to travel toward Forest St
Saturday 8/5/23 (8am to 4pm)
On August 5, crews will pull pipe from Cross St underground and into the previously excavated pit at the corner of Forest St. While the pipe is being pulled, Cross St (from Forest St and Washington St) will be temporarily closed for up to 10 hours. Local access will be maintained to residents and businesses in the area.
During work hours, Cross Street will be open to local access only. All other vehicles utilize Forest Street as a detour.
Construction Hours
- Pipe transporting will begin on August 4 after 8:30 a.m. and last up to 6 hours.
- Pipe pulling will start on August 5 after 8 a.m. and last up to 10 hours.
Traffic Management
We coordinate closely with the Winchester Police Department and town officials to maintain a safe and effective flow of traffic. Vehicle detours will be in place and local access will be maintained. Access to Cross St will be detoured utilizing Forest St and Green St.
If you have questions, please call Outreach Specialist, Eric Sacchetti at 781-570-1228. If you have immediate questions in the field, please ask a police officer or crew construction member for assistance. Alternate parking is recommended at Forest St or Marion St. Vehicles will not be able to cross the double yellow line as pipe will be located along the middle of the road. Objects in the road will be clearly identified.

Eversource construction crews will return to your neighborhood to continue construction activity for the Woburn to Wakefield Line Project. This project is designed to increase reliability of the electric grid in the area to meet growing demands for electricity. Over the past several weeks, crews have conducted soil and water testing as well as roadway mark-outs near Horn Pond in advance of this work. Crews from McCourt Construction, WA Chester, and Midwest Mole will complete a horizontal directional drilling (HDD) method to install an underground transmission line crossing the Horn Pond Brook on Lake Avenue. Once complete, crews intend to connect the remaining sections of duct bank on Lake Avenue.
Construction Hours
Construction hours are Monday to Friday, 7 a.m. - 7 p.m. Some work may be conducted beyond normal work hours with approval from the City of Woburn.
Construction Activities
Next week, crews will begin preparing the work zone, staging equipment, and excavating in the roadway. Installation of a transmission line by HDD is generally accomplished in three stages. The first stage consists of drilling a small hole, called a pilot hole. The second stage involves enlarging the pilot hole to a size suitable for installation of the pipe that will house the transmission line. The third stage consists of pulling the pipe back into the enlarged hole. The transmission line will eventually be pulled through the pipe.

We coordinate closely with the Woburn Police Department and City officials to maintain a safe and effective flow of traffic around project work areas. One lane of access will be maintained on Lake Avenue while a vehicle detour will utilize Arlington Road. Local access to property owners and businesses will be maintained along with large vehicle traffic. Work Zones
Washington Street (Winchester): Near the intersection of Sunset Road, crews are preparing a trenchless crossing of the Aberjona River. Two excavation crews are connecting duct bank between Forest and Cross Street. Lane restrictions and, at times, detours will be in place around this work site. Pedestrian traffic will be limited to the westward side of the road with crossings at Fairmount, Orient, and Forest Streets. One lane of traffic will be maintained on Washington Street, and motorists may utilize the Forest Street detour. Please follow the direction of posted signage and police details.
Cross Street (Winchester): One crew is working to install duct bank between Holton Street and the Cross Street bridge. Lane restrictions and vehicle detours will be in place around this work site during work hours.
Lake Avenue (Woburn): Starting soon on Lake Avenue, an excavation crew will be working during the day to connect duct bank between Pickering Street and Arlington Road.
Work Hours & Schedule
In Winchester, crews from McCourt Construction will be working from 8:30 a.m. to 4 p.m., Monday through Friday. Occasional work may be performed beyond normal hours, or over the weekend, based on approval from local officials. Additional crews on Lake Avenue in Woburn are connecting two sections of recently installed duct bank and are planning a trenchless crossing of the Horn Pond Brook.
Overview
To improve reliability and address the growing need for electricity, Eversource is constructing a new 345-kV underground transmission line that will connect Eversource’s Woburn Substation in Woburn and National Grid’s Wakefield Junction Substation in Wakefield, Mass. Eversource, in collaboration with Winchester Town officials, is focused on completing the installation of the new line over the coming year and will begin final road restoration in the Fall of 2023.

Crews from McCourt Construction will continue installing duct bank on Washington Street and Cross Street. An additional crew will install a manhole (vault) on Cross Street between Holton Street and Adams Road. To prepare for this work, some work activities will be completed in advance.
Construction Hours:
McCourt Construction will be working Monday through Friday, 8 a.m. – 5 p.m. with the manhole installation occurring on Saturday, 8 a.m. – 4 p.m. Some work may be conducted beyond normal work hours with approval from Town officials.
Construction Work
Currently, crews are preparing a trenchless crossing of the Aberjona River on Washington Street and installing duct bank on Washington Street and Cross Street. Starting soon, one crew will excavate the manhole location during daytime hours, followed by installation via crane on Saturday, July 16.
Traffic Management
We coordinate closely with the Winchester Police Department and Town officials to maintain a safe and effective flow of traffic around project work areas. During the manhole excavation, vehicles will utilize a one-lane, alternating traffic pattern around the work zone. During the manhole installation, vehicles will follow a detour on Holton Street and Adams Road. Local access to property owners and businesses will be maintained along with large vehicle traffic. If access is obstructed, please catch the attention of a police detail officer or crew member to assist with your access needs.

McCourt Construction will be working Tuesday to Friday from 8:30am to 5:00pm in Winchester and from 7:00 a.m. – 5:00 p.m. in Woburn. Occasional work may be conducted beyond normal hours based on approval from municipal staff. Below is an overview of the work zones:
Winchester
- Washington Street: One crew is excavating and installing duct bank, near Sunset Road and Andrea Circle. In the same area, crews are preparing for a trenchless crossing adjacent to the roadway.
- Cross Street: One crew is completing water connections to several properties between Washington Street and Forest Street. Once complete, one crew will begin excavating and installing duct bank on Cross Street, between Washington and Forest. In the coming weeks, McCourt will install a precast manhole (vault) on Washington Street between Marion and Cardinal Street. Temporary road closures may be required during the manhole installation.
Woburn
- Cross Street: One crew is excavating and installing duct bank between Main Street and Wendell Street.
- Lake Avenue: One crew will begin excavating and installing duct bank between Pickering Street and Arlington Road. Additional test pits are being conducted this week.
- Montvale Avenue: One crew is completing a short stretch of duct bank near the I-93 interchange.

This project is designed to increase reliability of the electric grid in the area to meet growing demands for electricity. As we perform this necessary work, we are continuing to follow COVID-19 health and safety guidelines. Crews from McCourt Construction will be installing duct bank on Washington Street and Cross Street along with several manholes (vaults) on Cross Street. To prepare for this work, some work activities will be completed beforehand. Property owners will be notified in advance of work occurring in your area.
