Daniel O’Connell named the next Police Chief for the Town of Winchester

Town Manager Lisa Wong announced that Interim Chief Dan O’Connell, a 21-year veteran with the Winchester Police Department, will be the next Police Chief. The process began when Chief Peter MacDonnell announced his intention to retire in January publicly in August 2020. The town followed procedures outlines in Civil Service, and conducted an Assessment Center and interviews of qualified candidates. The Interim Chief is expected to formally take over as Chief in late February.

“Dan stood out for his extensive knowledge of the department and proven leadership skills as the Officer-In-Charge for the past four and a half years,” said Town Manager Lisa Wong. “I have confidence that he will guide the Police Department through the many challenges that lie ahead.”

Chief O’Connell began his career with the department as a Patrolman in 2000. He was promoted to Sergeant in 2008 and then Detective Lieutenant in 2012. He has served as the Lieutenant-in-charge since 2016, which is second in command to the Police Chief. Chief O’Connell has a bachelor’s degree in criminal justice from Saint Anselm College in New Hampshire along with trainings and certifications in computer forensics, network administration and security.

“Thank you to Town Manager Lisa Wong for appointing me to the position of Police Chief for the Town of Winchester” Chief O’Connell stated. “I will continue forward with the positive steps taken by my predecessors in making the Winchester Police Department, a police department that both officers and citizens alike can be proud of.”

Chief O’Connell’s family has been a part of the Town of Winchester for many years. His father, Daniel Sr., owned and operated the Gas station at the rotary, 585 Main Street. The gas station was operated for over 30 years and the Chief worked there for 18 years starting in middle school. The Chief’s Grandfather, Edward O’Connell, was employed by the Winchester Police Department for 41 years, he started in 1922. His brother Archie O’Connell, was also a Winchester Police Officer for over 30 years.

Chief O’Connell will be sworn in during the Select Board meeting on February 22, 2021.
