The Town of Winchester is required to comply with the 2016 NPDES Phase II Municipal Separate Storm Sewer System (MS4) General Permit, which became effective on July 1, 2018. The permit requirements include the development, implementation, and enforcement of a Stormwater Management Program to reduce the discharge of pollutants to the MS4 to the maximum extent practicable. The objectives of the permit are accomplished through the implementation of Best Management Practices (BMPs) for the following six minimum control measures: (1) public education and outreach; (2) public involvement and participation; (3) illicit discharge detection and elimination (IDDE) program; (4) construction site stormwater runoff control; (5) post-construction stormwater management in new development or redevelopment; and (6) good housekeeping and pollution prevention for permittee-owned facilities.

The development of a Stormwater Management Plan (SWMP) is a required element of the 2016 MS4 General Permit. The SWMP, along with the goals and objectives outlined therein, represents the Town’s plan to comply with the MS4 permit for the five year period from 2018 – 2023. The SWMP is updated by the Town at the end of each permit year and issued for public review and comment. The SWMP updated completed for Year 3 can be accessed at the link below. Any comments should be sent in writing to Town Engineer Beth Rudolph, PE at brudolph@winchester.us. The document will be available for comment through Wednesday, June 23, 2021.
