The Property is a single parcel that was acquired by the Town through a tax foreclosure, and has an area of approximately 0.064 acres. There is currently a single-family dwelling on the Property that will need to be demolished. The Property was approved to be sold, leased, or otherwise disposed of by the Select Board at the Spring 2021 Town Meeting.
The Town, per MGL c. 30B §16, is soliciting proposals that can respond to the Town’s objectives for the Property and present the most advantageous affordable housing development or purchase agreement, as determined by the selection criteria defined in this RFP. The successful proposer will be invited to enter into an agreement with the Town for the purchase of the Property. The Town has a preference for proposals that result in new affordable housing that would be included on the Subsidized Housing Inventory, but will also consider selling the Property for the highest purchase price, which would then be used to fund affordable housing at another location through the Affordable Housing Trust.
Proposals can be obtained starting August 2, 2023, by emailing Margaret White at mwhite@winchester.us. Proposals are due on September 1, 2023, at 10:00 am in the Office of the Town Engineer, 71 Mt Vernon Street, Winchester, MA 01890. Details are outlined in the RFP.
