The Winchester Planning Board will hold a public hearing pursuant to MGL Chapter 40A, Section 5, to discuss proposed changes to the Town’s zoning bylaws. Ten articles are proposed for the Fall Town Meeting of 2017: (1) Replacement of the word “report” to “recommendations” in Section 9.4.3 Procedures. (2) Further explanation of Special Permit Criteria in Section 9.4.2. (3) Change in Section 3.5.7, Reconstruction after Voluntary Demolition. (4) Section 10, Definitions. Add definition of Historic Resource, and modify definition of a Two-Family Dwelling. (5) Change to Section 9.5.1.6, to allow a waiver for Site Plan Review to occur outside of a public hearing for projects less than 500 square feet. (6) Change in number of copies submitted for Site Plan Review in Section 9.5.4 Application. (7) Change in 9.5.5 Site Plan Review: Review by Other Boards, to include the Historical Commission and the Design Review Committee. (8) Addition to 9.5.7 Site Plan Review: Decision, which lists a new criteria in order to avoid any adverse effects on any Historic Resource. (9) Change in applicability of Design Review (Section 7.3.15.1) for projects within the Center Business District. (10) Rezoning of parcel ID 13-290 from IL to RG-6.5.
