[ARCHIVED] PLANNING BOARD: Zoning Bylaw Proposed Changes

The Winchester Planning Board will hold a public hearing pursuant to MGL Chapter 40A, Section 5, to discuss proposed changes to the town’s zoning bylaws. Nine articles are proposed for the Fall Town Meeting of 2018. (1) Change all references of “Board of Selectmen” to “Select Board” within the Zoning Bylaw. (2) Add definitions of DORMER and SKYLIGHT to Section 10, and add a new section 4.2.8 Dormers. (3) Amend Section 3 of the Zoning Bylaw, Table of Uses Group I, by deleting the words “Attached.” (4) Add a new subsection #12 to Section 9.5.7 to the Site Plan Approval decision criteria. (5) Amend Section 10, Definition of PARKING SPACE to be consistent with other provisions within the bylaw. (6) Amend Section #2 Maximum Floor Area Ratio, from 2.5 to 2.75. (7) Rezone portions of 40 parcels within the GBD-2, GBD-3, and RG-6.5 to exemplify current and most likely, future use of these parcels (13-1, 13-42, 13-663:13-665, 13-676:13-681, 14-134, 14-152, 14-471, 14-18, 14-184, 14-188, 14-19, 14-2, 14-205, 14-214, 14-220, 14-23, 14-252, 14-254, 14-406:14-407, 14-45, 14-46, 14-461, 14-467, 14-468, 14-490, 14-491, 14-73, 14-75, 15-137, 15-138, 15-66, and 15-68. (8) Rezone portions of 2 parcels off Highland Ave (2-179 and 2-180) from SCI to RDB-10. (9) Amend Section 9.5.1 to require Site Plan Review for proposals of additions or new construction that increase the total floor area beyond 150% of the original structure.
