[ARCHIVED] PLANNING BOARD: Town Meeting Warrant Articles

The Winchester Planning Board will hold a public hearing pursuant to MGL Chapter 40A, Section 5, to discuss proposed changes to the town’s zoning bylaws.


Four articles are proposed for the Fall Town Meeting of 2019 (1) MEMBERSHIP into the Freedom’s Way National Heritage Area. (2) AMEND Section 10: DEFINITIONS of the Zoning Bylaw by altering the definition of DWELLING UNIT to make clear that a single dwelling unit may only have one cooking area. (3) AMEND Section 3.5.5 Nonconforming Single and Duplex Residential Structures to make clear that a reconstruction, extension, alteration or change (not just alterations) could be considered by the Building Commissioner to not increase the nonconforming nature of a structure.

 (4) ADD a new Section 4.2.9 Barriers: Fences and Walls. No fence, wall, or any combination of fences placed on top of walls, may exceed 6’ in height without obtaining a Special Permit from the ZBA according to 9.4.2.
